ADU Builder for Unincorporated North County
Outside any city line, the County of San Diego writes the ADU rules, and on a big rural lot the zoning is rarely the hard part. Septic capacity, the water district's meter charge, the fire district's driveway review and, in Rancho Santa Fe, the Art Jury decide most of the budget and the calendar.
Utility pipe on siteShort answer
County Planning & Development Services lets a single-family parcel outside city limits add one ADU and one JADU by building permit, with no hearing. A detached unit can reach 1,200 sq ft whatever the house size, sit 4 ft from the side and rear lines, and, per the County's ADU bulletin, rise to 24 ft, well above Carlsbad's 16 ft. On rural lots the real work is around the building: a septic layout approved before you apply, fire district sign-off, and water capacity charges from about $7,000 to over $30,000. A licensed San Diego County general contractor handles County-area requests sent through this site.
How County rules differ from Carlsbad
If you started with the Carlsbad ADU requirements, expect these lines to change on County land.
| Topic | Unincorporated County | Carlsbad |
|---|---|---|
| Permit issued by | County PDS, plus Environmental Health on septic lots | City of Carlsbad |
| Detached height | 24 ft on single-family lots per the County bulletin; 16 ft on multifamily lots | 16 ft, or 18 ft near the two train stations |
| Wastewater | Septic on many rural parcels | City sewer almost everywhere |
| Fire authority | Largely State Responsibility Area, reviewed by the local fire district | Carlsbad Fire Department |
| Free plans | Six County plans usable as ADUs, 600 to 1,200 sq ft, about 85% complete | Four permit-ready single-story plans |
| Water | Several districts, each with its own capacity charge | Mostly Carlsbad Municipal Water District |
| Private review | Art Jury on Rancho Santa Fe Covenant lots; HOAs in newer tracts | HOAs in master-planned areas |
From the PDS ADU page, bulletin PDS-PLN-611 (revised March 11, 2022) and the County plans page. The 24 ft figure is from that 2022 bulletin; ask PDS whether current Section 6156 text still says so before designing two stories.
County size, height and setback limits
The rules sit in Section 6156 of the County Zoning Ordinance.
| Limit | Detached ADU | Attached ADU | JADU |
|---|---|---|---|
| Floor area | 1,200 sq ft, any house size | Half the house, capped at 1,200 sq ft; 850 sq ft (one bedroom) or 1,000 sq ft (two or more) always allowed | 500 sq ft, inside the house |
| Height | 24 ft on a single-family lot | Follows the house and zone | Inside the house |
| Setbacks | Zone's front setback; 4 ft side, street side and rear, plus fire setbacks | Same | Main-house setbacks |
| Parking | One space, tandem allowed; none within half a mile of transit | Same | None |
Area is measured to the outside of the walls. A converted permitted accessory building needs no setbacks beyond fire safety, and a converted garage need not be replaced.
Rentals must run 30 days or more. Since September 18, 2026, Ordinance 11016 also lets owners sell an ADU separately as a condominium under AB 1033, through a parcel map process with its own fees.
The County's free dwelling plans
The County posts six free plans that can be built as a detached ADU: A (1,200 sq ft, 3 bed, 1 bath), B (1,200 sq ft, 2 bed, 1 bath), C (1,200 sq ft, 2 bed, 2 bath), D (1,000 sq ft, 1 bed, 1.5 bath), E (800 sq ft, 1 bed) and F (600 sq ft, 1 bed). Two larger plans are for primary homes only. Each set is roughly 85% done; you add a site plan, a stormwater checklist, Title 24 energy calculations and manufacturer truss design. A supervisor estimated up to $15,000 in design savings at the 2019 launch; builders now cite $6,000 to $8,000. The County states no review time, so we do not promise one.
Septic, wells and fire: the rural add-ons
None of these is in the ADU cost calculator's standard-site price.
Septic
County Environmental Health counts any ADU as a second dwelling on the system, and its FAQ says an added unit almost always outgrows the existing tank and leach field. An OWTS professional files a layout application with percolation tests for the new field and a 100% reserve area. Tank size follows both homes' bedrooms: a 3-bedroom house plus a 1-bedroom ADU needs at least 1,500 gallons. Approval must come before the building permit and lapses after a year.
The calculator has no septic line, so add one. A San Diego builder reports $25,000 to $30,000 for a typical leach field and $60,000 to $70,000 for a horizontal seepage pit, 60 to 90 business days of County review, and 5,000 to 10,000 sq ft of usable ground for a system with reserve.
Wells
Environmental Health may require well water test results before releasing the septic installation permit, and the well must appear on the site plan. Builders cite 100 ft between septic parts and a well.
Long driveways and utility runs
The calculator adds $9,000 for 50 to 100 ft of trench and $20,000 past 100 ft, at up to about $200 a foot, so a 250 ft run on an acreage lot exceeds its top setting. Add about $10,500 for a separate SDG&E meter and about $5,000 for an ejector pump if the unit sits below the house drain.
Fire construction and access
In the State Responsibility Area, Chapter 7A applies to new buildings in any mapped fire zone, Moderate through Very High: ignition-resistant roofing, vents, siding, eaves and windows. The calculator flags the zone but does not price it. Under the state Fire Safe Regulations, districts also check driveway width, turnarounds, gates and hydrant distance. Sprinklers are required only if the house has them (about $7,500 in the calculator), and the County's proposed 2026 fire code would exempt detached accessory buildings up to 1,200 sq ft. Your fire district decides.

Community by community
Rancho Santa Fe
As an ADU builder in Rancho Santa Fe, our first question is whether the lot is in the Covenant, California Historical Landmark 982, administered by the Rancho Santa Fe Association across roughly 1,900 properties. Covenant lots need Art Jury approval on top of the County permit. The Association's code treats every accessory building as Major Construction, review can run from a site concept workshop through a preliminary style check to final submittal, and approvals expire after six months (preliminary) or a year (final). Fairbanks Ranch, Cielo and The Bridges are outside the Covenant with their own HOAs. Civil Code 4751 limits how far any association can restrict an ADU; see our HOA review guide.
Santa Fe Irrigation District's January 15, 2026 schedule charges $27,218 for a 3/4 in. meter plus $6,683 for the County Water Authority, about $33,900 before installation. The Rancho Santa Fe Fire Protection District reviews plans in Accela, about 30 business days after payment by one builder's account, and wants a separate sprinkler riser for each sprinklered ADU.
Fallbrook
Fallbrook, about 32,000 people on 17.5 sq mi beside Camp Pendleton, is avocado country, and septic is common outside the sewer lines of the Fallbrook Public Utility District (formed 1922). Rainbow Municipal Water District serves the east side. Both districts voted to leave the County Water Authority for Eastern Municipal Water District, and Rainbow's switch took effect November 1, 2024, so ask whether a Water Authority charge still applies to a new meter. North County Fire Protection District does fire review, and school fees go to the Fallbrook Union elementary and high school districts.
Bonsall
Bonsall spreads about 1,800 homes over 13.8 sq mi of the San Luis Rey River valley, so most owners should plan on septic; Rainbow MWD runs sewer in only parts of its 83 sq mi territory. The 2017 Lilac Fire burned about 4,100 acres here, and access review is strict. Bonsall Unified adopted a $5.38 per sq ft developer fee in May 2026, owed only above 500 sq ft.
Valley Center
The Census counts Valley Center's 27 sq mi as entirely rural. Valley Center Municipal Water District lets an ADU share an adequate existing service, but requires a meter for each home when both are built new; its 3/4 in. capacity charge is $6,943 under the 2026 code, with the Water Authority's charge collected on top. Plan on septic unless the parcel is in one of the District's small sewered areas. Valley Center-Pauma Unified covers nearly all of it; ask the district for its current fee.
Harmony Grove, Elfin Forest, Lake San Marcos and Olivenhain
Harmony Grove (about 2,100 residents) and Elfin Forest (about 600) sit in the hills between Escondido and Rancho Santa Fe, inside the Rancho Santa Fe fire district. Rural lots in both can be on septic, and water may come from different districts, so read the parcel report first. Elfin Forest is mostly in Rancho Santa Fe and San Dieguito schools; Harmony Grove in the Escondido districts.
Lake San Marcos is County land ringed by the city of San Marcos, served by Vallecitos Water District and the San Marcos Fire Department, with its own community association, so County zoning meets San Marcos-style utility charges. Olivenhain joined Encinitas in 1986, so its half-acre to five-acre lots follow the rules on our Encinitas page.
County fees
- Fee waiver: over. The County waived ADU impact and plan check fees from January 9, 2019 to January 9, 2024. Normal fees apply now, though the Green Building Incentive Program may cut permit fees.
- Permit and plan check. One builder lists about $1,740 plus $0.368 per sq ft for review and $1,482 plus $0.499 per sq ft for the permit, about $4,100 at 1,000 sq ft. Check the County schedule.
- Impact fees. None under 750 sq ft by state law; larger units pay in proportion to the house. The old waiver covered fees such as transportation, parks and drainage.
- School fees. Only above 500 sq ft, at each district's rate.
- Water. About $6,943 in Valley Center to about $33,900 in Santa Fe Irrigation territory for a new 3/4 in. meter. Units added to an existing home can often stay on its meter.
Permits and timeline
Confirm the jurisdiction
Run the Property Summary Report and note zoning, fire zone and water district.
Septic layout first
Percolation tests and Environmental Health layout approval; builders report 60 to 90 business days.
Private review
Art Jury on Covenant lots, the architectural committee in HOA tracts.
Design and fire pre-check
Choose a County plan or custom design and show the fire district the driveway and water supply early. Our design-build process runs these side by side.
Building permit
Submit the County's essential items; drop-offs are by appointment. State law gives the County 60 days to act on a complete application.
Build and final
Expect trenching, septic installation and inspections from several agencies.
By our estimate, a septic-lot ADU can spend six months or more in approvals. A garage conversion or attached unit or JADU on a sewered lot moves faster.
Costs and rental math
The calculator is set up for Carlsbad, but its build numbers carry over: a 750 sq ft detached ADU is about $330,000 all-in at mid finish on a standard site, 1,000 sq ft about $400,000, and 1,200 sq ft about $456,000 (roughly $392,000 to $520,000). Rural lots add septic, long runs, slope (10% to 22% of construction) and fire hardening, and swap Carlsbad's meter fee for your district's.

Average asking rents. The Rancho Santa Fe sample is small and mostly large homes.
Fallbrook and Valley Center rents sit well under the calculator's Carlsbad band. Example: a 600 sq ft one-bedroom on a Fallbrook septic lot, about $288,000 at mid finish plus $25,000 for a leach field, roughly $313,000. At $1,950 a month it grosses $23,400 a year; minus 5% vacancy and 5% upkeep ($1,170 each) and about $990 of added property tax, about $20,000 is left before insurance and pumping, a 15 to 16 year payback.

Unincorporated North County ADU questions
Can I build a two-story detached ADU on County land?
The County bulletin lists 24 ft for detached units on single-family lots, enough for two stories in most designs. It dates from 2022, so confirm the current limit with PDS, and check any Art Jury or HOA height rule.
Can my ADU share the septic system with my house?
Sometimes, rarely without work. An OWTS professional decides between enlarging the current system and building a second one, based on its age, the soils and room for a reserve area.
Does the County still waive ADU fees?
No, that ended January 9, 2024. A unit under 750 sq ft still avoids impact fees, and one at 500 sq ft or less avoids school fees.
Does the Rancho Santa Fe Art Jury have to approve an ADU?
On a Covenant lot, yes, separately from the County permit. It can review design, materials and siting, but Civil Code 4751 bars an association from banning a single-family ADU or making one unreasonably costly.
Will I need a separate water meter?
Usually not beside an existing home with adequate service. Valley Center MWD, for one, requires separate meters only when both homes are new.
