Attached ADUs and JADUs in Carlsbad, CA

Not every Carlsbad lot has room for a backyard cottage. An attached ADU grows the house outward or upward with a separate unit, and a junior ADU carves one out of rooms you already have. Both tend to skip the coastal permit that detached units need, and a JADU is the lowest-cost legal unit there is.

Short answer

In Carlsbad, an attached ADU can be up to half the size of your house or 1,200 sq ft, whichever is less, and an 800 sq ft unit is always allowed. It can reach 25 ft and two stories. The junior version tops out at 500 sq ft, carved from the house itself or an attached garage, and comes with its own door and an efficiency kitchen. In the Coastal Zone, both usually need only a building permit. Our planning midpoints are about $213k for a 550 sq ft attached ADU and about $100k for a 300 sq ft JADU with its own bath.

Attached ADU or JADU: what each one is

An attached ADU is a complete second home joined to the main house: its own kitchen, bath and entrance, sharing at least one wall. It is usually new construction, built as an addition off the back or side, or as a second story.

A JADU, or junior accessory dwelling unit, is built within the existing walls of a single-family home or an attached garage. It needs its own entrance and an efficiency kitchen, and it may share a bathroom with the house. A spare bedroom suite at the end of a hall is the classic candidate.

How big an attached ADU can be

Carlsbad ties the attached size limit to the house. The cap is 50% of the primary home's floor area or 1,200 sq ft, whichever is less, but an ADU of at least 800 sq ft is always allowed.

2,200 sq ft1,100 sq ft1,100 sq ft
3,000 sq ft1,500 sq ft1,200 sq ft (cap applies)

From CMC 21.10.030.E.3 and IB-111. The Coast News described the rule as "the greater of" 50% or 1,200 sq ft, which conflicts with the City's own text; we follow the City.

Lot coverage only enters the picture for an attached ADU over 800 sq ft that is also over 16 ft tall. A one-story attached unit of 800 sq ft or less does not count against it.

Height, setbacks and the roof

Attached ADUs can be 25 ft tall or the zone's limit, with a maximum of two stories. Sources differ on how those two numbers combine. The current code text on the gocodebook mirror says "whichever is higher," the 2024 ordinance said "whichever applies," and HCD's handbook describes 25 ft or the main home's limit if that is lower. If your design needs the full 25 ft, have Planning confirm the number for your zone first.

The setback rule matches detached units: at least 4 ft from side and rear lot lines, with the front setback set by the zone. The mirrored text of the February 2026 ordinance extends the roof deck ban to attached ADUs as well as detached ones, so plan on a standard roof. The exterior must match the house in roofing, trim, walls, windows and colors, which an attached unit does almost by default.

Building against the house brings its own work. The shared wall needs a rated fire separation, and the new roof has to tie into the old one. In exchange, utility runs are short, often just through the wall.

Why the coastal permit usually does not apply

This is the biggest practical advantage of building attached in western Carlsbad. Under IB-111 and CMC 21.201.060(A)(2), attached ADUs and JADUs are generally treated as exempt improvements to an existing single-family home, so they need a building permit but not a minor Coastal Development Permit. That can take months off the schedule compared with a backyard unit on the same lot.

The exemption has limits, and they matter on the most valuable coastal parcels:

  • Nonconforming homes. If the house is nonconforming as to habitat buffers or geologic setbacks, the exemption does not apply.
  • Beach, wetland and bluff sites. Locations on a beach or wetland, or within 50 ft of a bluff edge, lose it.
  • The appeal zone. The August 2024 bulletin described the exemption as limited to sites outside the Coastal Appeal Zone. The October 2025 version reads more broadly, so confirm which applies.
  • No existing house. The exemption is for improvements to a home. A 2026 Carlsbad case, CDP 2026-0011, was a minor CDP for an attached 796 sq ft ADU on a vacant lot.

Owners in Aviara and the Village and Barrio should ask the Planning Division to confirm the exemption for their parcel before design. The Carlsbad ADU rules guide explains how to check coastal status.

Owner occupancy: the rule is in flux

Carlsbad's code and IB-111 require the owner to live in either the JADU or the main house, recorded as a deed restriction. If the lot has an ADU and a JADU, the owner must live in one of the three units. State law changed on January 1, 2026: under Government Code 66333(b), the owner has to live on site only if the junior unit and the house share a bathroom. Where state and local rules conflict, state law likely controls, but Carlsbad had not published updated guidance when we checked. Confirm with the City before you record anything. An HOA may also be able to require owner occupancy for a home with a JADU, while it cannot for an ADU.

The practical takeaway: a JADU with its own bathroom gives you the most flexibility later. In our calculator, sharing the bath instead saves about $15,000 on a 300 sq ft unit, which is real money but locks in the owner-occupancy question.

Pairing an ADU with a JADU

A single-family lot in Carlsbad can have one attached or detached ADU plus one JADU. State law also guarantees a larger mix: one converted ADU, one new detached ADU and one JADU on the same lot. A common Carlsbad setup is a JADU for a parent inside the house and an attached or garage conversion ADU as a rental.

That math may change in 2027. AB 956 was reported as signed in September 2026, effective January 1, 2027. As reported, it would require cities to approve two detached new-construction ADUs on a single-family lot, and a JADU would no longer have to be approved where two such ADUs already exist. Treat this as reported, not confirmed, until the final text is checked.

All-in planning figures from our calculator: design, permits, fees and a 10% contingency included; slope, long utility runs, a separate meter or sprinklers are extra.

JADU ranges are wide because the starting point varies so much. A bedroom suite that already has a bathroom and an exterior door needs little more than an efficiency kitchen. A room that needs a new bath, a new door cut through a wall, and plumbing run across the house can cost twice as much. Published Carlsbad figures reflect that: Elements Design & Build lists JADUs from existing space at $40k–$100k and attached ADUs at $130k–$270k, and Ataman Studio lists Carlsbad JADUs at $85k–$150k. Neither ties its range to a size. Over 500 sq ft, an attached ADU also pays the $5.38 per sq ft school fee on the whole unit, about $2,959 at 550 sq ft.

Run your numbers with the attached ADU calculator or the JADU calculator. As rentals, a Carlsbad studio ran about $2,000 to $2,600 a month and a one-bedroom about $2,300 to $3,000 in late 2026 market data.

Which one fits your situation

  • A parent or adult child moving in, owner living on site: a JADU is often enough, and the cheapest route.
  • A rental you may keep for years, or a house you might move out of: an attached ADU with no owner-occupancy rule.
  • A coastal lot with little yard: attached or JADU, to avoid the minor CDP where the exemption applies.
  • Plenty of yard and a wish for full separation: compare a detached unit.

Attached ADU and JADU questions

What is the difference between an ADU and a JADU in Carlsbad?

A JADU is up to 500 sq ft within the existing house or an attached garage, with an efficiency kitchen, and it can share a bathroom. An ADU is a complete unit with its own full kitchen and bath, up to 1,200 sq ft, and can be attached, detached or a conversion. JADUs carry owner-occupancy rules; ADUs do not.

Do I have to live on the property if I add a JADU?

Carlsbad's code says yes, in the JADU or the main house. A state change that took effect January 1, 2026 narrows that to JADUs sharing a bathroom with the house. Ask the City how it applies the newer state rule before you record the deed restriction.

How big can an attached ADU be on my lot?

Half your house's floor area or 1,200 sq ft, whichever is less, and never less than 800 sq ft. With a 1,800 sq ft house, that is 900 sq ft.

Does an attached ADU in the Coastal Zone need a coastal permit?

Usually not. Attached ADUs and JADUs are generally exempt improvements to an existing house. Exceptions include beach and wetland sites, lots within 50 ft of a bluff edge, homes nonconforming as to habitat or geologic setbacks, and vacant lots.

Can I have both an ADU and a JADU?

Yes. A single-family lot can have one attached or detached ADU plus a JADU, and state law allows a converted ADU, a new detached ADU and a JADU together.
