ADUs in Carlsbad Village & the Barrio
The Village and the Barrio hold some of Carlsbad's oldest houses, on small lots a short walk from the Coaster platform. That walk matters: being near Carlsbad Village Station unlocks a taller backyard unit and drops the parking requirement, while being near the beach adds a coastal permit.
Carlsbad beachShort answer
Yes, you can add an ADU in the Village or the Barrio, and the transit station works in your favor. Inside a half-mile walk from the Carlsbad Village platform, a detached ADU can be 18 ft tall, plus up to 2 ft to match your roof pitch, and no parking space is required. Roughly 40% of the Village and Barrio Master Plan area is in the Coastal Zone, so a detached unit or garage conversion there usually needs a minor Coastal Development Permit from the City Planner. Blocks west of the railroad are in a parking replacement area, which means a converted garage's parking has to be made up somewhere on the lot. Single-family homes here usually have no HOA (check your title report), which removes one approval step common elsewhere in Carlsbad.
Where the Village and the Barrio begin and end
The City draws the Village as the area north of Oak Avenue, south of Laguna Drive, east of Ocean Street and west of I-5. The Barrio sits directly south of it: north of Tamarack Avenue, south of Oak Avenue, east of the railroad and west of I-5. Both are flat with a street grid, which sets them apart from the master-planned hillside neighborhoods farther east.
The Barrio was settled by Latino families early in the 20th century, and many homes in both areas were built before Carlsbad incorporated on July 16, 1952. SANDAG lists the area as a smart-growth opportunity area because of the Coaster and Amtrak service at the station.

The Village and Barrio Master Plan
The City Council approved the Village and Barrio Master Plan 3 to 1 on July 10, 2018. It covers about 350 acres and, for the first time, folded the Barrio into the same plan as the Village; the older Village Master Plan had left it out. The plan caps Village buildings at 45 ft, though that figure is for main buildings, not ADUs.
The plan took effect in two stages. About 60% of the area, the part outside the Coastal Zone, became effective in 2018. The other 40% needed Coastal Commission certification: the Commission sent it back in June 2019 with 23 modifications and approved it later that year. The Village and Barrio area is also one of the six segments of Carlsbad's Local Coastal Program, so for coastal parcels the plan works as part of the coastal rulebook.
Two details matter for a backyard unit. The master plan has no alley setbacks, and the City has reportedly said a lot line on an alley is treated as the rear line, which gets the 4 ft ADU setback. That report is secondhand, so confirm it at the planning counter. Second, in February 2021 the Council voted 3 to 1 to take approval of Barrio site plans, conditional use permits, variances and coastal development permits away from the Planning Commission and decide them itself. Reporting at the time did not say whether ADUs are included, and the City's code says minor coastal permits for ADUs are decided by the City Planner without discretionary review, so most homeowners should not expect a Council hearing. Ask Planning before you design.
What this means for your ADU
Taller near the station
Carlsbad Village Station is one of only two major transit stops the City names. Inside the half-mile walk a detached unit can go to 18 ft, or 20 ft with a matching roof pitch, instead of the usual 16 ft. That can mean a loft or more ceiling height.
Parking near the tracks
A new ADU within a half-mile walk of transit needs no parking space. A garage conversion is different west of the railroad: that strip is a parking replacement area, and in the Coastal Zone uncovered spaces lost to a conversion must be replaced too.
Coastal permit timing
Detached units and conversions in the coastal part need a minor CDP. Neighbors get notice but cannot request a hearing, and approval can only be appealed to the Coastal Commission. One North County builder puts coastal ADU permitting at 6 to 8 months, versus 3 to 4 inland.
Duplexes and small apartments
The Village has more two-family and multifamily lots than most of Carlsbad. On coastal parcels, those lots can add at most 2 detached ADUs, and storage or other unlivable space can be converted into units equal to a quarter of the existing count.
Small lots shape the choice of unit. The City cannot use setbacks to squeeze a unit below 800 sq ft, and side and rear lines need only 4 ft, but the front setback still applies to ADUs on coastal lots under the coastal program, so a unit cannot be pushed into the front yard here. On a narrow lot with a detached garage at the back, a garage conversion often uses the space best, as long as the replacement-parking question is settled first.
One more coastal caveat. Carlsbad's February 2026 ordinance CS-506 reportedly removed the one-story cap on detached ADUs, but in the Coastal Zone it is described as pending Coastal Commission certification. Until that certification is confirmed, coastal Village lots may still be held to one story. The Carlsbad ADU permit guide tracks the status.

Costs and rents in the Village
A 400 sq ft two-car garage converted to a studio comes out around $145,000 to $153,000 at mid-range finishes in the site's model, with a full range of about $121,000 to $186,000. A new 500 sq ft detached unit is closer to $260,000. Older lots are where the extras show up: a new sewer lateral is about $25,000, and a separate SDG&E meter for new construction about $10,500. Carlsbad-wide rents run roughly $2,000 to $2,600 a month for a studio and $2,300 to $3,000 for a one-bedroom. Rentals must be longer than 30 days. Try your own numbers in the ADU cost calculator.

Village and Barrio ADU questions
Do I need a parking space for an ADU near Carlsbad Village Station?
Not for the ADU itself, as long as public transit is no more than a half-mile walk away. The separate question is a garage conversion west of the railroad, where the parking the garage provided has to be replaced. Coastal lots also have to replace uncovered spaces lost to a conversion.
Will the City Council have to approve my Barrio ADU?
Probably not. The 2021 change moved Barrio site plans, use permits, variances and coastal permits to the Council, but Carlsbad's code says ADU coastal permits are decided by the City Planner with no discretionary approval. The reporting did not address ADUs, so confirm with Planning for your district.
Is a two-story backyard unit possible in the Village?
Near the station a detached unit can reach 18 ft, or 20 ft with a matching roof pitch, which can fit a loft. A full second story depends on whether the 2026 ordinance removing the one-story cap has been certified for the Coastal Zone. An ADU over a garage follows the zone height limit with a two-story maximum.
Can I Airbnb an ADU in the Village?
No. Carlsbad records a restriction on new ADUs that bars rentals of 30 days or less, and state law says the same. Units permitted before January 1, 2020 are exempt from the City's rule.
My older house has an unpermitted back unit. Where do I start?
Start with a feasibility check of the structure against current ADU size, setback and coastal rules, then decide whether to legalize or rebuild. A rebuild can reuse the setbacks of a legally demolished structure if it keeps the same location and size.
